The Beveridge Report and the Five Giants

  • The Beveridge Report of 1942 proposed a comprehensive system of social insurance to tackle the 'five giants' of want, disease, ignorance, squalor and idleness.
  • It aimed to provide social security 'from the cradle to the grave' for all citizens.
  • The report was hugely popular and sold over 600,000 copies, showing public demand for reform.
  • It laid the foundation for the post-war welfare state, which was implemented by the Labour government after 1945.

Creation of the NHS and the Welfare State

  • The National Health Service (NHS) was launched in 1948, providing free healthcare for all at the point of use.
  • The welfare state expanded social security, education, housing and employment services.
  • The National Insurance Act 1946 introduced comprehensive insurance for sickness, unemployment, and old age.
  • The National Assistance Act 1948 provided a safety net for those not covered by insurance.
  • These reforms were driven by the Labour government under Clement Attlee, with Aneurin Bevan as Minister of Health.

Post-War Rebuilding and Social Change

  • Post-war Britain faced massive rebuilding after the destruction of the Second World War.
  • The 1944 Education Act (Butler Act) raised the school leaving age to 15 and introduced free secondary education.
  • The 1945 Family Allowances Act provided payments to families with children.
  • The 1960s saw further social liberalisation, including the legalisation of abortion and homosexuality, and the abolition of the death penalty.
  • The welfare state was based on the idea that the government should protect citizens from poverty and inequality.

The Windrush Generation and Commonwealth Migration

  • After 1948, Britain encouraged migration from Commonwealth countries to fill labour shortages.
  • The Empire Windrush arrived in 1948 carrying Caribbean migrants, marking the start of large-scale post-war migration.
  • Migrants from the Caribbean, India, Pakistan and other Commonwealth countries settled in Britain.
  • They often took jobs in public services such as the NHS and transport, helping to rebuild Britain.
  • Many faced discrimination and hostility in housing and employment.

The Fight Against Discrimination and Race Relations Acts

  • Migrants and their descendants campaigned against racial discrimination.
  • The Race Relations Act 1965 made racial discrimination illegal in public places.
  • The Race Relations Act 1968 extended the law to cover employment and housing.
  • The Race Relations Act 1976 established the Commission for Racial Equality to enforce anti-discrimination laws.
  • These acts reflected changing attitudes towards race and equality in post-war Britain.

The Impact of Migration on British Society

  • Migration enriched British culture, influencing music, food, and festivals.
  • Notting Hill Carnival, started in 1959, became a celebration of Caribbean culture.
  • Migrants helped to staff the NHS and other essential services.
  • Despite progress, racism and inequality persisted, leading to further social tensions.
  • The experience of migrants shaped debates about identity and multiculturalism in Britain.
